정부가 호남·충청·영남권을 첨단 산업 전초기지로 삼아 총 1558조 원을 투입하는 '3대 메가프로젝트'를 전격 가동한다. President Lee Jae Myung has announced plans for three mega-projects at a cost of KRW 1,558 trillion to transform three provincial regions into hubs for cutting-edge industries.
이재명 대통령은 29일 청와대에서 국민보고회를 주재하고 "국정 2년차, 올해를 세계 어떤 나라도 대신할 수 없는 대체 불가한 대한민국이 시작되는 한 해로 만들겠다"라며 "가장 핵심적인 과제는 초격차 대한민국으로 도약"이라고 말했다.
In a public briefing to the nation at Cheong Wa Dae on June 29, he said, "I will make the second year of my administration the one in which we start to build an irreplaceable Republic of Korea, one that no other country in the world can substitute for," adding, "The most critical task is to take a leap forward as a Republic of Korea with a 'super-gap' competitive edge."
보고회에서 반도체, 피지컬 AI, AI 데이터센터 등 3대 분야의 민관 투자계획과 전력·입지 등 인프라 확충 방안이 공개됐다.
The briefing also announced public-private investment in three major sectors -- semiconductors, physical artificial intelligence (AI) and AI data centers -- as well as measures to expand infrastructure such as power supply and site selection.
먼저 반도체 분야에서는 호남을 수도권에 이은 제2 생산 거점으로 육성하기로 했다. 이를 위해 서남권에 총 800조 원을 투입해 메모리 반도체 팹(공장) 4기를 건설한다. 영남권은 소부장(소재·부품·장비) 혁신 거점으로 지정해 강력한 전후방 공급망을 완성한다. 정부는 인허가 단축과 부지 확보, 전력·용수 등 핵심 인프라를 패키지로 지원해 유망 시장을 선점하는 '선도전'에 총력을 기울일 방침이다.
Spanning Gwangju and the provinces of Jeollabuk-do and Jeollanam-do, the Honam region was designated the site for the country's second production base for semiconductors following the Seoul metropolitan area. To this end, investment of KRW 800 trillion will go into building four memory fabs.
The Yeongnam region -- spanning Busan, Daegu, Ulsan, and the provinces of Gyeongsangbuk-do and Gyeongsangnam-do -- will be an innovation hub for materials, components and equipment to set up a robust supply chain for upstream and downstream sectors.
The administration will devote all its efforts to preemptively capture promising markets through comprehensive support that includes expedited permits, site acquisition, and essential infrastructure such as power and water supplies.
피지컬 AI 분야에서는 한국의 강점인 주력 제조업과 로봇산업의 시너지를 극대화할 계획이다. 향후 3년을 글로벌 주도권을 좌우할 골든타임으로 보고, 과감한 재정 투자와 전례 없는 규제 샌드박스 도입으로 2030년까지 피지컬 AI 분야의 '글로벌 1강'으로 도약하겠다는 구체적 로드맵을 제시했다.
In physical AI, the plan is to maximize synergies between domestic core manufacturing industries in which Korea holds a competitive edge and robotics. Calling the next three years a critical window for securing global leadership, the administration presented a concrete roadmap to make the country the world's top physical AI power by 2030 through bold fiscal investment and the introduction of unprecedented regulatory sandboxes.
AI를 움직이는 핵심 인프라인 AI 데이터센터 분야에서는 SK, GS, 네이버 등 국내 대표 기업들이 대거 참여해 약 550조 원을 투자한다. 민관 합작으로 1단계 총 8.4GW(기가와트) 규모의 대규모 데이터센터 군을 지방에 분산 구축해 지역 균형 발전을 도모한다. 국산 AI 칩셋과 소프트웨어 솔루션을 데이터센터에 우선 적용해 국내 AI 생태계의 자립도를 높이고 글로벌 경쟁력을 강화한다.
In AI data centers, the core infrastructure that drives AI, leading domestic companies such as SK, GS and Naver are taking part in large numbers and collectively invested KRW 550 trillion. Through a public-private partnership, a large-scale cluster of such centers with a combined capacity of 8.4 gigawatts in the first phase will be set up in the provinces to foster balanced regional development.
Prioritizing the use of homegrown AI chipsets and software solutions at such centers will seek to boost the self-reliance of the domestic AI ecosystem and raise its global competitiveness.
이 대통령은 "기업들의 과감한 투자가 더 큰 성장의 결실로 맺어질 수 있도록 정부의 모든 역량을 집중하겠다"라며 "지역이 주도하여 세계로 뻗어나가는 '한국형 AI 산업혁명'을 반드시 완수하겠다"고 강조했다.
"We will mobilize all government capacities to ensure that bold corporate investments bear the fruit of greater growth," President Lee said. "We will achieve a 'Korean-style AI Industrial Revolution' led by regions without fail and expand it worldwide."
