우주위험 대응 빨라진다···정부 기본계획 수립 주기 10년→5년 단축 - Korea Speeds Up Space Risk Response···Basic Plan Cycle Halved From 10 to 5 Years

정부의 우주위험대비 기본계획의 수립 주기가 기존 10년에서 5년으로 짧아진다. The Korea AeroSpace Administration (KASA) has halved the period for devising a basic plan on preparing for space risks from 10 to five years.

우주항공청은 이 같은 내용을 담은 '우주개발 진흥법' 일부개정법률이 15일 공포·시행됐다고 밝혔다.

KASA on Sept. 15 announced that a partial amendment to the Space Development Promotion Act containing the change took effect.

이번 개정은 최근 위성 발사 증가와 민간 우주활동 확대 등 우주 환경 변화에 대응하기 위해 추진됐다.

The revision was made in response to changes in the space environment, including the rising frequency of satellite launches and expansion of space activity by the private sector.

개정 전 정부가 기본계획을 10년마다 수립하도록 규정하고 있었다. 그러나 최근 저궤도 위성 증가에 따른 충돌 위험 확대와 태양 활동에 따른 우주환경 변화 등으로 정책 대응 주기를 단축해야 한다는 의견이 지속 제기돼 왔다.

Before, the requirement was to release a basic plan every decade. But calls to cut the policy response cycle persisted due to factors like the growing risk of collision caused by the rising number of satellites in low Earth orbit and changes in the space environment resulting from solar activity.

이번 개정으로 정부는 기본계획을 5년마다 수립하게 되며, 개정 전 수립된 기본계획에도 변경된 주기가 적용된다.

The amendment requires a new basic plan every five years, with the revised cycle to retroactively apply to those devised prior to the revision.

우주항공청은 향후 우주상황인식(SSA) 역량 강화, 우주위험 예·경보 체계 고도화, 국내외 관계기관 협력체계 구축 등 우주위험대응 정책을 더 신속하고 체계적으로 추진해 나갈 계획이다.

KASA plans to make policy toward space risk response more quickly and systematically by raising space situational awareness capacity, streamlining risk forecasting and early warning systems, and forming cooperative frameworks with relevant organizations in Korea and abroad.

오태석 우주항공청장은 "우주위험은 국민 안전과 국가 우주자산 보호에 직결되는 사안"이라며 "이번 법 개정을 계기로 급변하는 우주 환경 변화에 더 신속하고 유연하게 대응할 수 있도록 정책 기반을 지속 강화해 나가겠다"고 밝혔다.

"Space risks are directly linked to public safety and the protection of national space assets," KASA Administrator Oh Taeseog said. "With this legal amendment as an opportunity, we will keep strengthening our policy framework to respond more quickly and flexibly to rapidly changing conditions in space."

8월 ICT 수출 600억 달러 육박···사상 최대, 전체 수출 비중 61% 첫 돌파 - Korea’s August ICT Exports Near USD 60 Billion···Record High, First Surpass 60% of Total Exports

8월 정보통신산업-ICT 수출이 인공지능(AI) 투자 확대에 힘입어 역대 최대를 기록했다. Information and communications technology (ICT) exports last month shattered a record high driven by higher investment in artificial intelligence (AI).

산업통상부와 과학기술정보통신부가 14일 발표한 '8월 정보통신산업(ICT) 수출입 동향'에 따르면 지난달 ICT 수출은 599억 8000만 달러로 전년 동월 대비 162.6% 증가했다. 무역수지는 413억 7000만 달러 흑자를 기록했다.

The Ministry of Trade, Industry and Energy and the Ministry of Science and ICT in a report on the sector's trade released on Sept. 14 said ICT exports reached USD 59.98 billion last month, a jump of 162.6% year on year, that led to a trade surplus of USD 41.37 billion, another record high.

ICT 수출이 3개월 연속 500억 달러를 넘어 600억 달러 턱밑까지 치솟으며 역대 최고치를 다시 썼다. 무역수지 흑자 역시 사상 처음으로 400억 달러를 돌파해 전 기간을 통틀어 최대 규모를 기록했다. 국가 전체 수출에서 ICT 수출이 차지하는 비중은 61.0%로 사상 처음으로 60%를 넘어섰다.

Such shipments exceeded USD 50 billion for the third consecutive month, just missing USD 60 billion but still setting an all-time high. In two firsts, the trade surplus surpassed USD 40 billion and ICT exceeded 60% of the country's overall exports with 61%.

품목별로는 반도체 수출이 전년 동월 대비 209.0% 급증했다. 휴대폰(23.2%), 컴퓨터·주변기기(383.1%), 통신장비(11.5%) 등도 늘었다.

By product, exports of semiconductors skyrocketed 209% year on year, while those of mobile phones (23.2%), computers and peripherals (383.1%) and telecommunications equipment (11.5%) all increased.

특히 반도체는 AI 컴퓨팅 수요가 지속에 힘입은 글로벌 빅테크 기업의 설비투자 등 메모리 초과 수요에 따른 고정거래가격 상승세로 3개월 연속 400억 달러 이상의 높은 수출 실적을 달성했다.

Chip exports exceeded USD 40 billion for the third straight month thanks to rising spot prices amid surging demand for memory chips driven by capital investment by global tech giants amid sustained demand for AI computing.

지역별로는 미국(94억 6000만 달러), 중국(273억 2000만 달러), 인도(10억 4000만 달러), 베트남(70억 1000만 달러), 일본(5억 6000만 달러), 유럽연합(19억 3000만 달러) 등 주요 수출 대상 지역에서 모두 확대됐다.

Exports rose in all major markets like the U.S. (USD 9.46 billion), China (USD 27.32 billion), India (USD 1.04 billion), Vietnam (USD 7.01 billion), Japan (USD 560 million) and the European Union (USD 1.93 billion).

울산 ‘반구천 암각화’, 7000년 전 삶을 새기다···대한민국 17번째 세계문화유산 - Ulsan’s Bangudae Petroglyphs Reveal Life 7,000 Years Ago···Korea’s 17th World Cultural Heritage

반구천 물길을 따라 데크 산책로를 걸어간다. 강 건너편, 세월을 견뎌낸 거대한 바위 절벽이 시선에 들어온다. Walking on the trail alongside Bangucheon Stream in Ulsan offers a glimpse of a massive rock cliff that has withstood the test of time across the waterway.

전망대 망원경에 눈을 대자 바위 표면 위로 아득한 선사시대의 숨결이 실체를 드러낸다. 7000년 전, 문자가 없던 시대의 사람들이 돌망치로 아로새긴 삶의 기록, 울산 대곡리 반구대 암각화다.

Looking through the telescope at the observation deck shows traces of life in the prehistoric era etched into the rock's surface. The Petroglyphs of Bangudae Terrace in the village of Daegok-ri are a record of life carved with stone tools by people 7,000 years ago, long before the advent of writing.

코리아넷이 지난 8일 유네스코 세계유산에 등재된 울산 '반구천 암각화' 를 찾았다. Korea.net on Sept. 8 visited this site, which was designated UNESCO World Heritage.

반구천 암각화는 1970년 12월 24일 발견된 천전리 암각화와, 이듬해 크리스마스인 1971년 12월 25일 세상에 드러난 대곡리 반구대 암각화를 통칭한다. 한 지역에서 2년 연속으로 인류의 위대한 유산이 잇따라 발견된 진기록이다.

The petroglyphs include those discovered in the village of Cheonjeon-ri on Dec. 24, 1970, and at Bangudae Terrace in Daegok-ri found on Christmas Day the following year. Thus two major heritage sites of humanity were discovered in the same region over two consecutive years.

천전리 암각화는 청동기 시대 문양과 신라시대 명문이 수천 년의 시공을 넘어 교차한다. 대곡리 반구대 암각화는 주로 신석기 시대의 고래사냥과 수렵, 어로 활동을 다채롭게 품고 있다.

The Cheonjeon-ri site features Bronze Age motifs and inscriptions from the ancient Silla Kingdom (57 B.C.– A.D. 935) spanning millennia of time and space. Those at Bangudae Terrace depict a rich array of Neolithic-era activities including hunting for whales and on land as well as fishing.

한때 사연댐 건설로 암각화 상당 부분이 물 아래 잠기는 시련을 겪기도 했다. 하지만 수위 조절과 보존 노력을 거쳐 현재는 그 온전한 형상을 지켜내고 있다.

At one point, a major portion of the petroglyphs was submerged following the construction of the Sayeon Dam. But careful management of water levels and conservation efforts have helped preserve the carvings in their original form to this day.

대곡리 반구대 암각화는 반구천의 하류에 너비 약 8m, 높이 약 4.5m에 이르는 거대한 바위면에 총 312점에 이르는 그림이 새겨져 있다. 먼발치에서 망원경으로 들여다본 바위 위에는 신석기인들의 놀라운 관찰력이 집약돼 있다.

The petroglyphs at Bangudae Terrace comprise 312 engravings on a massive rock face measuring about 8 m wide and 4.5 m high. The drawings are in the lower reaches of Bangucheon Stream and a view from a telescope shows the keen observational skills of Neolithic people.

육지의 호랑이, 사슴, 멧돼지는 물론 상어와 거북, 수많은 고래가 한 화폭 안에서 생생하게 숨 쉰다. 특히 돋보이는 것은 고래의 세밀함이다. 북방긴수염고래, 혹등고래, 귀신고래, 상괭이, 향고래, 들쇠고래, 범고래 등 최소 7종 이상의 고래가 형태적 특성에 맞춰 사실적으로 살아났다.

Land animals such as tigers, deer and wild boars as well as sharks, turtles and numerous whales come vividly to life on a single rock canvas, with the intricate details of the whales particularly striking. At least seven whale species like the northern right, humpback, gray, finless porpoise, sperm, pilot and orca are shown with their distinctive morphological traits realistically portrayed.

이 그림들은 바위 위에서 입체적인 한 편의 다큐멘터리로 완성된다. 고래를 탐색하는 모습부터 배와 작살을 이용한 사냥, 포획한 고래를 뭍으로 끌어올려 해체·분배하는 과정이 순차적으로 펼펴진다.

These engravings collectively form a three-dimensional record of prehistoric life on the rock face. The scenes unfold in sequence from the pursuit and hunt for whales on boats with harpoons to hauling the captured mammals ashore for cutting and distribution.

선사시대 이곳에 뛰어난 해양 어로 문화와 조직적인 포경 기술을 갖춘 집단이 있었음을 보여주는 귀중한 자료다.

These images provide invaluable evidence that a people with an advanced fishing culture and organized whaling practices from prehistoric times.

그뿐만 아니다. 사냥꾼들이 멧돼지나 사슴을 창이나 올가미로 잡고 호랑이를 울이나 그물로 포획하는 장면도 생생하게 묘사됐다.

In addition, scenes show hunters capturing wild boars and deer with spears or snares and trapping tigers using pits or nets.

춤추는 무당의 모습과 함께 사냥이나 어로의 성공을 기원하거나, 사냥과 어로 이후 의식을 행하는 장면으로 해석되는 모습도 표현돼 당시 신석기인의 의식 문화도 엿볼 수 있다.

Others display dancing shamans and rituals that were likely prayers for success in hunting and fishing or ceremonies performed after a successful hunt or catch, reflecting the ritual culture and spiritual life of Neolithic people.

‘반구천의 암각화’는 지난해 제47차 세계유산위원회에서 대한민국 17번째 세계문화유산으로 등재되며 그 가치를 세계적으로 인정받았다.

The Petroglyphs of Bangudae Terrace were inscribed as Korea's 17th World Cultural Heritage at the 47th session of the World Heritage Committee last year, receiving global recognition for their outstanding value.

수천 년 전 사람들이 바위에 남긴 삶의 기록이 시간을 넘어 미래 세대에게도 변함없는 감동으로 이어지길 기대해 본다.

It is hoped that the record of life left on these rocks by people thousands of years ago will transcend time and continue to inspire future generations.

Prime Minister Han Seong-sook says bilateral economic cooperation with the U.S. is evolving into a "closer partnership" that jointly shapes artificial intelligence (AI), advanced technologies, supply chains, energy and strategic investments, pledging Seoul's support for corporate investment and innovation.

한 총리는 11일 서울 중구 신라호텔에서 열린 주한미국상공회의소(암참) 특별 오찬간담회에서 외국인 투자 확대와 기업 경영환경 개선을 위한 정부의 비전을 공유하고 양국 협력 강화 방안을 논의했다.

She said this on Sept. 11 at a luncheon hosted by the American Chamber of Commerce in Korea (AMCHAM) at the hotel Shilla Seoul in the capital's Jung-gu District. There, she shared the government's vision for raising foreign investment and improving the business environment and discussed how to boost bilateral cooperation.

먼저 한 총리는 "최근에 한미 경제 협력은 새로운 단계로 나아가고 있다"며 "과거의 협력이 교육과 투자의 확대에 중심을 두었다면, 이제는 인공지능과 첨단 기술, 그리고 공급망과 에너지, 전략적 투자를 함께 설계하는 보다 긴밀한 협력의 관계로 들어서고 있다"고 양국 경제·투자 협력의 격상된 위상에 대해 설명했다.

On the advanced status of bilateral cooperation in economy and investment, the prime minister said, "Economic cooperation between the two countries has recently headed toward a new stage," adding, "While past collaboration focused on expanding trade and investment, we are now entering a closer partnership in which we jointly design initiatives in AI, advanced technologies, supply chains, energy and strategic investments."

한 총리는 이날 한·미 미래 협력을 위한 3대 집중 방향으로 AI 및 첨단산업 협력 확대, 반도체·조선·에너지·첨단 제조 분야 등 전략적 협력의 실질적 성과 창출, 기업이 안심하고 투자할 수 있는 예측 가능한 환경 조성을 제시했다.

She outlined three key areas of focus for such cooperation: raising collaboration in AI and cutting-edge industries; achieving tangible results from tie-ups in strategic sectors such as semiconductors, shipbuilding, energy, and advanced manufacturing; and creating a predictable environment that promotes confident investment by businesses.

한 총리가 양국 협력으로 가장 먼저 꼽은 것은 AI 협력이었다. 한 총리는 "AI는 단순한 개별 산업이 아닌 '기본 인프라'"라며 "제조·바이오·금융·물류 뿐 아니라 정부 행정의 일하는 방식까지 혁신이 필요하다"고 밝혔다.

She mentioned AI as the top cooperation priority for both countries. "AI isn't merely an individual industry but a 'foundational infrastructure,'" she said. "Innovation is required not only in manufacturing, biotechnology, finance and logistics but also in the very way government administration operates."

그러면서 한 총리는 "AI, 반도체 분야 세계 최고의 기술력을 갖춘 미국과 세계적인 제조 경쟁력, 디지털 기반을 갖춘 한국이 결합해서 협력한다면 세계 시장을 선도하는 새로운 기회를 함께 만들어갈 수 있을 것"이라고 강조했다.

"By combining the U.S.' world-leading technological capabilities in AI and semiconductors with Korea's global manufacturing competitiveness and digital infrastructure, the two countries can create new opportunities to lead the global market."

전략적 협력 성과 창출과 관련, 한 총리는 "한·미 양국이 반도체, 조선, 에너지, 첨단 제조 분야 등의 공급망을 공동 구축하는 관계가 됐다"고 말하고 "지난해 6월 18일 시행된 '한미 전략투자 특별법'을 바탕으로 대미 전략투자 프로젝트를 위한 작업을 본격 진행 중이고 관세·통상 현안도 긴밀한 협의를 통해 관리해가고 있다"고 전했다.

On the outcomes of strategic cooperation, the prime minister said, "Korea and the U.S. have launched a partnership to jointly build supply chains in sectors such as semiconductors, shipbuilding, energy and advanced manufacturing."

"We are actively proceeding with strategic investment projects in the U.S. based on the Special Act on the Operation and Management of Strategic Investments between Korea and the U.S. enacted on June 18 last year as well as managing pending tariff and trade issues through close consultations."

기업활동 환경 조성과 관련, 한 총리는 "기업의 도전을 어렵게 만드는 것은 시장의 경쟁보다 예측하기 어려운 제도와 정책 환경"이라며 "정부도 글로벌 스탠다드에 맞게 기조와 제도를 개선하고, 기업의 목소리를 더 가까이서 듣기 위해서 집중하고 있다"고 밝혔다.

On creating a favorable business environment, she said, "What hinders business in taking on new challenges isn't market competition but an unpredictable regulatory and policy landscape," adding, "The government is also committed to aligning its policies and systems with global standards and listening more closely to business voices."

모두발언에 이어 제임스 김 암참 회장과의 대담에서 한 총리는 정부의 규제 합리화 노력을 소개했다. 한 총리는 "정부는 현장을 직접 찾아 기업 입장에서 상충되는 규제를 적극적으로 풀어내고 있다"며 정부가 이 과정에서 AI를 활용, 분석을 통해 실질적이고 불합리한 규제를 발굴, 규제하고 있다고 설명했다.

In talks with AMCHAM Chairman and CEO James Kim following her keynote speech, Prime Minister Han outlined Seoul's efforts to streamline regulations. "The government is making direct visits to business sites to actively resolve conflicting regulations from the business perspective," she said, noting that AI- and data-driven analyses are being used to identify and tackle irrational regulations.

한국의 3,500억 달러 대미 전략투자 공약의 진척 상황에 대해, 한 총리는 "현재 통상교섭본부를 중심으로 활발히 협의 중"이라며 "상업적 합리성과 실질적 수익성을 담보해야 하는 '투자'인 만큼 면밀한 조율이 필수적이므로 첫 번째 대표 프로젝트 모델을 성공적으로 안착시키면 이후 후속 사업들은 훨씬 탄력받을 것"이라고 전망했다.

On the progress of Korea's pledge of USD 350 billion investment in the U.S., she said, "Active consultations are underway led mainly by the (Korean) Office of the Minister for Trade," adding, "Since this is a mutually beneficial investment requiring commercial viability and tangible returns, careful coordination is essential so once the first flagship project model is established, subsequent projects will gain significant momentum."

외국 기업에 대한 차별 우려에 대해 한 총리는 "대한민국 정부는 국적에 따라 기업을 차별하지 않는다"고 강조하고 "한국의 법과 규제는 자유롭고 공정한 기업활동을 보장하며, 국내외 기업에 비차별적으로 적용되고 있다"라고 천명했다.

The prime minister also stressed that Seoul does not discriminate against foreign businesses, saying domestic laws and regulations guarantee "free and fair business activities" and are applied "without discrimination" to both domestic and foreign companies.

외국 기업들을 위한 기업환경 개선 노력과 관련, 한 총리는 "대형 메가 프로젝트 투자 기회 확대, 차별화된 세제 등 인센티브 설계, 그리고 외국인이 일하고 정착하기 편안한 생활·제도적 환경 조성이라는 세 가지 방향에 집중할 것"이라고 한국을 아시아 비즈니스 허브로 육성하기 위한 정부의 의지를 피력했다.

On efforts to improve the business environment for foreign companies, Han laid out the country's goal of making Korea an Asian business hub through three key strategies: expanding opportunities for investment in megaprojects, devising incentives like differentiated tax breaks, and creating a living and institutional environment where foreign nationals can work and settle comfortably.

한국 OECD 경기선행지수 75개월 만에 세계 1위 - Korea Tops OECD Leading Economic Index After 75 Months

한국의 경제협력개발기구(OECD) 경기선행지수(CLI)가 19개월 연속 상승해 지난달 세계 주요국 가운데 가장 높은 수준을 기록했다. The country's composite leading indicator of the Organisation for Economic Co-operation and Development (OECD) in August rose for the 19th straight month to top the category.

14일 OECD 경기선행지수 자료에 따르면 지난달 한국의 지수는 102.87로 5년 3개월 만에 가장 높은 수준을 기록했다. 개별 수치가 공개된 17개국 가운데 가장 높은 수치다.

The OECD on Sept. 14 released data saying Korea's figure was 102.87 last month, its highest level in six years and three months and No. 1 among the 17 countries for which individual statistics were available.

한국이 1위를 기록한 것은 2020년 5월 이후 75개월 만이다. 지난해 9월까지만 해도 한국은 17개국 중 16위로 최하위권에 머물렀지만, 이후 가파른 상승세를 보였다. 올해 2월 3위에 진입한 데 이어 7월에는 멕시코를 제치고 2위로 올라섰다. 지난달에는 8개월간 1위를 지키던 브라질까지 제치고 정상에 올랐다.

Korea thus topped the index for the first time since May 2020. As recently as September last year, the nation was nearly at the bottom of the list at 16th out of the 17 countries but its ranking recently shot up to third in February and overtook Mexico for second in July.

Last month, Korea surpassed for the top spot Brazil, which was No. 1 for eight consecutive months.

CLI는 6∼9개월 후 경기 흐름을 예측하는 데 쓰이는 지표다. 지수가 기준선인 100보다 높으면 향후 국내총생산(GDP) 수준이 장기 추세를 웃돌고, 100보다 낮으면 장기 추세를 밑돌 것으로 내다볼 수 있다.

The CLI is a predictor of economic trends six to nine months ahead. A figure above the baseline of 100 suggests that gross domestic product (GDP) is expected to exceed its long-term trend while one below indicates a subpar performance.

CLI는 제조업 업황 전망, 주가, 투자재 제조업 재고, 재고출하비율, 장단기 금리차, 교역조건 등 6개 지표를 종합해 산출된다.

The index is based on six indicators: manufacturing business outlook, share prices, inventories of capital goods manufacturing, inventory-to-shipments ratio, interest rate spread, or the difference between long- and short-term interest rates, and terms of trade.

한국과 중앙아시아 5개국이 참여하는 첫 다자 정상회의가 16일 서울에서 열린다. The country's first multilateral summit with five Central Asian countries is slated for Sept. 16 in Seoul.

강유정 청와대 수석대변인은 11일 서면 브리핑에서 이재명 대통령이 '한-중앙아 협력 방향 및 혁신·번영·연계성 강화를 위한 파트너십'을 주제로 제1차 한-중앙아시아 정상회의를 주재한다고 밝혔다.

In a written briefing, presidential spokesperson Kang Yu-jung on Sept. 11 said President Lee Jae Myung will chair the inaugural Korea-Central Asia Summit under the theme "Directions for Korea-Central Asia Cooperation and a Partnership for Stronger Innovation, Prosperity and Connectivity."

이번 회의는 한국 정부가 중앙아시아 지역 국가들과 개최하는 최초의 다자 정상회의다. 정부는 2007년 '한-중앙아시아 협력포럼' 출범 이후 장관급에서 이어온 협력체계를 정상급으로 격상하고, '서울선언'을 통해 중장기 협력 비전을 제시해 지속 가능한 다자 협력체계를 구축할 계획이다.

Seoul seeks to upgrade the cooperative framework, which has been at the ministerial level since the 2007 launch of the Korea-Central Asia Cooperation Forum, to the summit level. It will also present a mid- to long-term vision for cooperation through the Seoul Declaration to set a sustainable system of multilateral cooperation.

청와대는 불확실한 국제 정세 속에서 전략적 중요성이 커지는 중앙아시아로 한국 외교의 지평을 넓히는 출발점이 될 것으로 기대했다.

Cheong Wa Dae said it hoped the summit would serve as a starting point for expanding the horizons of the country's diplomacy to Central Asia, whose strategic importance is rising amid the uncertainty of the global landscape.

정부는 중앙아시아의 풍부한 핵심광물·에너지 자원과 한국의 탐사·가공 기술을 연계해 글로벌 공급망을 다변화하고, 통관·규제·지식재산권 협력과 인프라·플랜트 분야의 국가별 맞춤형 협력을 통해 한국 기업의 현지 진출과 수주 기회를 확대할 방침이다.

The plan is to diversify global supply chains through linking Central Asia's abundant critical minerals and energy resources with Korea's exploration and processing know-how. Other goals include expanding opportunities for Korean companies to enter Central Asian markets and land contracts through cooperation in customs clearance, regulations and intellectual property rights, as well as country-specific collaboration in infrastructure and plants.

정상회의에 이어 이 대통령과 5개국 정상은 '한-중앙아시아 비즈니스 서밋'에 참석한다. 양 지역 경제인 간 네트워크 구축과 분야별 실질 협력 심화를 위한 행사로, 각국 정부와 기업 관계자 500여 명이 참석할 예정이다.

After the summit, President Lee and the leaders of the five countries will take part in the Korea-Central Asia Business Summit, whose goal is to promote networking among business executives from both sides and raise practical cooperation across sectors. About 500 government and business representatives from each country are expected to attend.

이 대통령은 정상회의에 앞서 14일부터 16일까지 5개국 정상과 차례로 양자 정상회담을 갖는다. 우즈베키스탄·투르크메니스탄·카자흐스탄 3개국 정상은 국빈 방한하며, 타지키스탄·키르기스스탄 2개국 정상은 공식 방한한다.

Before the summit, President Lee from Sept. 14-16 will hold bilateral summits with each of the five leaders. The presidents of Uzbekistan, Turkmenistan and Kazakhstan will make state visits to Korea while those of Tajikistan and Kyrgyzstan will be on official trips.

첫 일정은 14일 샤브카트 미르지요예프 우즈베키스탄 대통령과의 정상회담이다. 양 정상은 양국 간 협력 지평을 확대하는 방안을 논의하고, 정상 임석 아래 정부 부처 간 협정 및 양해각서(MOU) 13건의 교환식도 진행할 예정이다.

President Lee's first talks on Sept. 14 were with Uzbek counterpart Shavkat Mirziyoyev on expanding bilateral cooperation. This was followed by a ceremony to exchange 13 intergovernmental agreements and memorandums of understanding in the presence of the two leaders.

이창동 감독 신작 '가능한 사랑'이 제83회 베네치아영화제에서 심사위원대상을 받았다. Director Lee Chang-dong's new feature "Possible Love" is the first Korean film to win the Grand Jury Prize (Silver Lion) at the Venice International Film Festival of Italy.

'가능한 사랑'은 12일(현지 시간) 이탈리아 베네치아에서 열린 영화제 폐막식에서 심사위원대상(은사자상) 수상작으로 호명됐다. 이 감독이 베네치아영화제에서 수상한 것은 2002년 '오아시스'로 감독상(은사자상)을 받은 이후 24년 만이다.

His work was announced on Sept. 12 as the winner of the honor at the closing ceremony, Lee's first prize at the festival in over two decades since he won Best Director for "Oasis" in 2002.

이 감독은 수상 무대에서 "노동이 사라져 가는 시대에, 사람과 사람 사이의 관계가 끊어져 가는 시대에 저는 영화로 무엇을 할 수 있는지, 영화가 무엇을 해야만 하는지 질문하기 위해 이 영화를 만들었다"며 "이 상을 주신 것은 그 질문을 계속하라는 뜻으로 알겠다"고 소감을 밝혔다.

"At a time when labor is disappearing and relationships between people are breaking down, I made this film to ask what I can do through cinema and what cinema must do," he said in his acceptance speech. "I consider this award a sign to keep asking these questions."

'가능한 사랑'은 이 감독이 '버닝'(2018) 이후 8년 만에 내놓은 신작이자 첫 넷플릭스 영화다. 미옥(전도연)과 해고당한 남편 호석(설경구)이 해고 노동자를 취재하는 다큐멘터리 감독 예지(조여정)와 그의 부유한 집안 출신 남편 상우(조인성)를 만나면서 계급적 배경이 다른 이들이 서로의 삶과 욕망을 마주하는 이야기를 그렸다.

"Possible Love" -- Lee's first feature film in eight years since 2018's "Burning" and his first made for Netflix -- is about Mi-ok (Jeon Do-yeon) and her laid-off husband Ho-seok (Sul Kyung-gu) and their meeting with documentary director Ye-ji (Cho Yeo-jeong), who is working on a piece on laid-off workers, and her husband Sang-woo (Zo In-sung), who comes from a wealthy family.

The film depicts how different socioeconomic backgrounds affect one's life and desires.

영화는 폐막식에 앞서 국제비평가연맹상도 받으며 작품성을 인정받았다. It also earned the FIPRESCI Prize of the Germany-based International Federation of Film Critics before the closing ceremony.

올해 베네치아영화제 최고상인 황금사자상은 마이 엘투키 감독의 ‘우먼 언노운’에 돌아갔다. 감독상(은사자상)은 일리야 흐르자놉스키 감독의 '다우'가 받았다.

The Golden Lion, the top prize at the Venice festival, went to "Woman Unknown" by director May el-Toukhy, and the Silver Lion for Best Director to Ilya Khrzhanovsky for "Dau."

한편, 이재명 대통령은 13일 이 감독의 수상에 "지난 뤼미에르 서밋에서 감독님과 배우분들을 뵈었을 때 작품에 대한 현지의 뜨거운 관심을 직접 전해 들었다” 며 “그때의 기대가 좋은 결실로 이어져 더욱 기쁘다”고 축하했다.

President Lee Jae Myung on Sept. 13 conveyed his congratulations to the director, saying, "When I met the director and cast at the recent Lumiere Summit, I directly heard from them the immense local interest in the film," adding, "I'm all the more pleased to see the expectations I had at the time bear positive results."

이어 “이번 수상을 계기로 한국 영화의 다양성이 더욱 넓어지고, 좋은 작품들이 세계 관객들과 더 많이 만날 수 있기를 바란다”며 “앞으로도 한국 영화의 빛나는 여정을 응원하겠다”고 덧붙였다.

"I hope this award is an opportunity to widen the diversity of Korean cinema and enable more outstanding works to reach global audiences," the president added. "I will continue backing the remarkable journey of Korean cinema."

After about a century of geological surveys, the National Basic Geological Map, a comprehensive record of the country's history and geological features including rocks, strata and faults, has been completed.

한국지질자원연구원(지질연)은 10일 대전 본원에서 1:50000 국가기본지질도 남한 지역 357도엽 완간을 공식 선포했다.

The Korea Institute of Geoscience and Mineral Resources (KIGAM) on Sept. 10 announced its completion of all 357 sheets of the map at its headquarters in Daejeon.

국가기본지질도는 한국 국토를 이루는 암석의 종류와 생성 시기, 지층의 분포와 선후관계, 단층·습곡 등 지질구조를 조사해 지도 위에 체계적으로 기록한 한국의 국가 표준 지질정보다.

The map is standard data on the country's geological history, systematically documenting the types and formation periods of rocks comprising national landmass, distribution and sequence of geological strata, and geological structures such as faults and folds.

지상의 위치와 지형을 보여주는 일반 지도와 달리 국가기본지질도는 오늘의 국토가 어떤 과정을 거쳐 형성됐는지까지 담아낸다는 점에서 흔히 ‘땅의 역사책’에 비유된다. 국토의 형성 과정을 담은 한국의 '지질 역사서'이자, 국토를 이해하는 가장 기초적인 국가 자산으로 평가받는다.

Unlike general maps that show locations and topography, this map displays the processes through which Korea's present-day territory was formed. Often dubbed a "history book of the land," this basic national asset helps public understanding of the geological formation of the Korean Peninsula.

국가기본지질도는 광물자원 탐사와 사회기반시설 건설, 지하수·지하공간 활용, 지질재해 대응 등 다양한 분야에서 핵심 공공 인프라로 활용될 예정이다.

The map is expected to serve as crucial public guide for a range of applications including mineral resource exploration, construction of infrastructure, use of groundwater and underground spaces, and geological disaster response.

권이균 지질연 원장은 "국가기본지질도 완간은 100여 년간 국토를 직접 걷고 기록해 온 지질학자들의 헌신과 과학기술이 집약된 역사적 성과" 라며 "이 지질데이터를 인공지능·디지털 트윈과 융합해 국가 자원안보와 국민 안전을 뒷받침하는 새로운 가치를 만들어가겠다"고 말했다.

"The completion of the National Basic Geological Map is a historic milestone that embodies the dedication of geologists who have walked and documented national terrain for over 100 years, as well as advances in science and technology," KIGAM President Kwon Yi Kyun said. "We will create new value by combining this geological data with artificial intelligence and digital twins to support national resource security and public safety."

한국형 주소체계가 몽골을 시작으로 해외에 처음 진출한다. 앞으로 아프리카와 중앙아시아 5개국으로 확대될 전망이다.

The Ministry of the Interior and Safety has spread the domestic address system overseas, first in Mongolia and later in five countries in Africa and Central Asia.

행정안전부(행안부)는 김민재 차관을 단장으로 하는 전문단이 9~11일 몽골을 방문해 ‘몽골 주소정보 현대화 사업’을 본격 추진한다고 10일 밝혔다.

The ministry on Sept. 10 said a team of experts led by Vice Minister Kim Min Jae visiting Mongolia from Sept. 9-11 has launched a project to modernize that country's address information system.

전문단은 몽골 수도 울란바토르 칭길테구 게르지역의 나르락크 24길(Narlag 24 Street) 도로와 건물에 한국형 도로명판과 건물번호판을 설치해 ‘K-주소’의 몽골 진출을 알린다.

The delegation is installing Korean-style street signs and building number plates on Narlag 24 Street and buildings in Chingeltei District of Ulaanbaatar, the Mongolian capital.

김 차관은 바트투무르 엥흐바야르 몽골 내각관방부장관을 만나 사업 추진 경과를 공유하고 향후 협력 방안 논의한다.

Vice Minister Kim will hold talks with Mongolian Chief Cabinet Secretary Battumur Enkhbayar to share updates on the project and discuss cooperation.

한국국제협력단(KOICA)의 공적개발원조(ODA)로 추진되는 이번 사업은 오는 2029년까지 총 110억 원을 투입해 몽골의 주소정보 현대화를 지원한다.

Funded by the Korea International Cooperation Agency through official development assistance, the project will invest KRW 11 billion through 2029 to help modernize Mongolia's address information system.

앞서 행안부는 지난 2024년 9월 몽골 내각관방부와 주소 체계 구축과 협력 확대를 위한 양해각서(MOU)를 체결하고 울란바토르에 ‘서울로 도로명판’을 설치했다.

In September 2024, the ministry signed a memorandum of understanding with the Mongolian Cabinet Secretariat to launch the system and expand cooperation, leading to the installation of Seoul-style street signs in Ulaanbaatar.

행안부는 몽골 사례를 바탕으로 아프리카 3개국(에티오피아·탄자니아·보츠와나)과 중앙아시아 2개국(우즈베키스탄·키르기스스탄)으로 K-주소 확산을 추진한다.

Based on the Mongolian case, the ministry is seeking to further spread the system to Ethiopia, Tanzania and Botswana in Africa and Uzbekistan and Kyrgyzstan in Central Asia.

김 차관은 “주소는 행정서비스, 국민 생활과 안전을 연결하는 중요한 국가기반 정보”라며 “한국 정부의 디지털 행정, 재난 안전과 물류 등 다양한 분야의 주소 활용 경험을 몽골과 공유하겠다”고 말했다.

"Addresses are critical national infrastructure information that connects administrative services with public safety and daily life," Vice Minister Kim said. "We will share with Mongolia our government's experience in using addresses across fields like digital administration, disaster safety and logistics."

문체부, 지방공항 중심 5대 관광권 확정···2029년 외국인 입국 3000만 명·지방 입국 500만 명 목표 - Korea Designates 5 Regional Airport Tourism Zones···Targets 30 Million Foreign Arrivals and 5 Million Regional Arrivals by 2029

문화체육관광부(문체부)가 지방 공항과 인근 관광도시를 잇는 '지방공항 중심 5대 관광권'을 확정했다고 10일 밝혔다. 입국부터 이동·체류·체험까지 이어지는 지역 관광 생태계를 조성해 방한객의 동선을 지역으로 넓히는 것이 핵심이다.

Five tourism zones in the provinces with international airports have been designated to connect nearby cities for travel under the goal of creating a regional tourism ecosystem spanning the entire visitor journey from arrival and transportation to lodging and experiences.

The Ministry of Culture, Sports and Tourism on Sept. 10 announced this plan to stimulate visits by foreign tourists to regions outside of the Seoul metropolitan region.

김해공항 관광권은 '부산~경주~울산~거제·통영', 대구공항 관광권은 '대구~경주~안동'으로 구성됐다. 두 권역은 경주를 연결고리로 통합 육성한다.

The Gimhae International Airport zone comprises Busan; Gyeongju, Gyeongsangbuk-do Province; Ulsan; and Geoje and Tongyeong, Gyeongsangnam-do Province. That of Daegu International Airport connects Daegu, Gyeongju and Andong, Gyeongsangnam-do Province.

Both areas will be developed as an integrated region with Gyeongju as the connecting hub.

청주공항 관광권은 '청주~공주·부여~익산·전주'로 백제 역사와 전통문화를 잇는다.

The zone of Cheongju International Airport links Cheongju, Chungcheongbuk-do Province; Gongju and Buyeo-gun County, Chungcheongnam-do Province; and Iksan and Jeonju, Jeollabuk-do Province, highlighting the history and traditional culture of the ancient Baekje Kingdom (18 B.C.-A.D. 660).

양양공항 관광권은 '양양~강릉~속초'를 잇고 설악산·서핑, K-콘텐츠 촬영지·동계올림픽 유산, 동해안 해양관광을 연계한다.

That of Yangyang International Airport spans Yangyang-gun County, Gangneung and Sokcho, Gangwon-do Province, combining attractions such as Seoraksan Mountain and surfing at Korean content filming locations, heritage from the 2018 PyeongChang Winter Olympics and marine tourism along the eastern coast.

무안공항 관광권은 '무안·목포~(옛)광주시~여수시'를 항공·철도·해상 교통으로 잇는 '트라이포트'(Tri-port) 형태다. 남도 미식과 서해안 관광, 문화·예술, 섬·레저를 연계해 체류형 관광권으로 육성한다.

The Muan International Airport zone, under the form of a "tri-port," connects Muan-gun County, Mokpo and Yeosu, Jeollanam-do, with the former city of Gwangju by air, rail and sea. The plan is to develop the region into an extended stay destination through the integration of southern Hansik (traditional cuisine) with west coast tourism, culture and arts, and island and leisure activities.

문체부는 2027년 정부 예산안 기준 935억 원을 투입해 해외 홍보, 국제선·크루즈 유치, 교통·결제 편의 개선, 특화 콘텐츠 육성을 추진할 계획이다.

Based on the central government's 2027 budget proposal, the ministry will invest KRW 93.5 billion in overseas promotion, attract international flights and cruise ships, raise transportation and payment convenience, and develop specialized tourism content.

관광권 내 도시 간 대중교통을 개선하고 교통 결제와 관광지 할인을 결합한 '한국관광 통합패스'도 도입한다.

Inter-city public transportation within each zone will also be improved, while an integrated tourism pass combining mass transit payments with discounts at travel attractions will be introduced.

최휘영 문체부 장관은 "방한객의 입장에서 지역으로 발길을 돌릴 수 있도록 지방 공항 중심으로 방한 관광 '골든 루트'가 필요하다"라며 "관광권 육성으로 2029년 입국 3000만 명, 지방 입국객 500만 명 시대를 열 것"이라고 밝혔다.

"From the perspective of visitors, we need golden routes for inbound tourism centered on regional airports to encourage them to explore the provinces," Minister of Culture, Sports and Tourism Chae Hwi-young said. "Through the development of tourism clusters, we will usher in by 2029 an era of 30 million international arrivals overall and five million in regional areas."

문화체육관광부와 한국관광공사가 추진한 '대한민국 명소 발굴 100x100 프로젝트'의 국민투표 결과가 '대한민국 구석구석'과 연계한 누리집(https://spot100x100.kr/)에서 공개했다. 코리아넷은 총론을 시작으로 100개 여행 주제를 8개 분야로 나눠 외국인에게 추천할 만한 명소를 소개한다.

The results of public voting for the 100x100 Project to Discover Korea's Top Attractions, a joint program of the Ministry of Culture, Sports and Tourism and the Korea Tourism Organization, have been released on the initiative's official website (https://spot100x100.kr), which is linked to the Visit Korea homepage. This Korea.net series introduces 100 travel themes in eight sectors to highlight attractions recommended by the Korean public for foreign visitors.

여행 전문가 100인이 발굴한 여행 주제와 명소 후보 중 대표 명소를 국민투표로 정하는 '대한민국 명소 발굴 100x100 프로젝트' 결과가 베일을 벗었다.

The 100x100 Project to Discover Korea's Top Attractions has released the results of a poll on the Korean public on the country's best destinations selected from a list of candidate places and themes identified by 100 travel experts.

지난 6월 29일부터 7월 17일까지 치러진 투표에는 국민 4만 145명이 참여해 총 153만 8035표를 행사했다. 그 결과 100개 여행 주제에서 9883개 명소(중복 제외 6336개)가 최종 선정됐다.

A combined 40,145 respondents cast 1,538,035 votes from June 29 to July 17, resulting in the selection of 9,883 attractions -- excluding 6,336 duplicates -- under 100 travel themes.

국민이 가장 많은 관심을 보인 주제는 '착한 가격 식당'이었다. 이어 '숨은 노포', '지금, 여기서만 제철음식', '전국 방방곡곡 빵지순례' 등 미식 관련 주제가 상위 10개 가운데 4개를 차지했다.

The No. 1 theme was "Affordable Restaurants," attesting to the popularity of Korean food as the categories "Hidden Old-school Eateries," "Seasonal Food in Select Regions" and "Nationwide Bread Tours" were among the top 10.

단일 주제에서 가장 많은 표를 받은 명소는 대전 성심당이다. 지역 빵집이 전국 1위에 오른 것은 지역 고유의 먹거리가 그 자체로 여행 목적이 되는 최신 흐름을 고스란히 보여준다.

Receiving the most votes in a single category was the landmark bakery Seongsimdang in Daejeon. A provincial bakery claiming the top spot nationwide highlighted the growing trend of regional cuisine as part of a tourism checklist.

반면 전체 주제 표를 합산한 종합 1위는 제주 성산일출봉에 돌아갔다. 성산일출봉은 '일출과 일몰 포인트', '계단 끝까지 가보기' 등 22개 주제에서 두루 표를 얻으며 독보적인 존재감을 과시했다.

The top vote-getter in all categories was Seongsan Ilchulbong (Seongsan Sunrise Peak) on Jeju Island. This site showed its unrivaled appeal by receiving votes in 22 categories like "Sunrise and Sunset Spots" and "Walking to the Top of the Stairs."

지역별로는 서울(1261곳), 경북(1088곳), 강원(1058곳) 순으로 명소가 많았다. 경주역, 정동진역, 부산역 등 지역 거점 기차역들이 각 지역을 대표하는 명소로 꼽힌 점도 주목할 대목이다.

By region, Seoul had the most selections with 1,261 sites, followed by the provinces of Gyeongsangbuk-do (1,088) and Gangwon-do (1,058). Provincial train hubs such as Gyeongju Station in Gyeongju, Gyeongsangbuk-do; Jeongdongjin Station in the town of Jeongdongjin near Gangneung, Gangwon-do; and Busan Station were also voted as leading destinations in their respective regions.

코리아넷은 2편 '체험 콘텐츠·레저·스포츠' 분야의 '러닝 코스' 편을 시작으로 '라이프스타일', '건축물', '미식', '여행 취향', '문화·예술·전통', '자연·생태', 'K-콘텐츠'를 순차적으로 조명한다.

The next installment of this series will cover "Running Courses" under the theme "Experiential Content, Leisure and Sports," followed by "Lifestyle," "Architecture," "Gastronomy," "Travel Preferences," "Culture, Arts and Tradition," "Nature and Ecology" and "K-content" in that order.

단순 관람을 넘어 한국의 풍경과 일상을 직접 호흡할 수 있도록 방한 외국인에게 매력적인 대표 명소를 매주 다채롭게 선보일 예정이다.

Aside from sightseeing, this series showcases a more diverse selection of iconic attractions each week, offering opportunities to experience the country's scenery and daily life to foreign visitors.

국제 신용평가사 피치와 무디스가 한국 정부의 2027년도 예산안을 두고 "재정건전성을 높이는 동시에 미래 성장동력을 확충하는 방향"이라며 긍정적으로 평가했다고 정부가 9일 밝혔다.

Global credit rating agencies Fitch and Moody's have given positive assessments of Korea's 2027 proposed budget, citing its focus on strengthening fiscal soundness while expanding future growth engines.

재정경제부와 기획예산처에 따르면 피치는 이날 공개한 자료에서 한국의 2027년도 예산안에 따른 재정 성과가 기존 예상보다 강할 것으로 전망했다.

The Ministry of Finance and Economy and the Ministry of Planning and Budget on Sept. 9 quoted Fitch's report released the same day as saying the country's fiscal performance from the budget will be stronger than expected.

피치는 관리재정수지가 국내총생산(GDP) 대비 올해 -3.9%에서 내년 -0.1%로 개선되고, 통합재정수지는 1.9% 흑자를 기록할 것으로 내다봤다. 내년 국가채무비율도 48.3%로 기존 전망치인 51.7%를 밑돌 것으로 예상했다.

Fitch forecast that the managed fiscal balance will improve from minus 3.9% of gross domestic product (GDP) this year to minus 0.1% next year, while the consolidated fiscal balance will post a surplus of 1.9%. The national debt-to-GDP ratio next year will reach 48.3%, falling below the previous forecast of 51.7%, it added.

피치는 미래대응기금이 재정수입의 변동성을 완화하고, 인공지능(AI)과 반도체 등 전략산업 투자가 생산성과 성장 잠재력을 높일 수 있다고 평가했다. 다만 반도체 업황 정상화에 대비해 일시적인 세수 증가를 중장기 성장으로 연결하는 것이 중요하다고 강조했다.

Fitch said the Future Response Fund will mitigate fiscal revenue volatility and that investments in strategic sectors such as artificial intelligence and semiconductors could boost productivity and growth potential. But it advised channeling temporary increases in tax revenue into mid- to long-term growth to prepare for the normalization of the semiconductor market cycle.

앞서 무디스도 지난 3일 보고서에서 한국의 2027년도 예산안이 재정건전성과 미래 성장동력 확보 사이에서 균형을 모색하고 있다고 평가했다.

Earlier on Sept. 3, Moody's said in a report that the 2027 budget proposal eyes a balance between maintaining fiscal soundness and securing future growth engines.

특히 미래대응기금 일부를 국채 순발행 축소에 활용하는 것은 정부 레버리지를 억제한다는 점에서 국가신용등급에 긍정적이라고 분석했다.

It said using a portion of the Future Response Fund to lower the net issuance of public bonds will have a positive effect on the country's sovereign rating by reducing government leverage.

제18회 DMZ국제다큐멘터리영화제 개막···52개국 147편 상영, ‘평화는 침묵하지 않는다’-18th DMZ International Documentary Film Festival Opens···147 Films From 52 Countries Under ‘Peace Is Not Silent’

제18회 DMZ국제다큐멘터리영화제(DMZ Docs) 가 10일부터 16일까지 경기도 파주와 고양 일대 영화관에서 열린다.

This year's DMZ International Documentary Film Festival (DMZ Docs) runs from Sept. 10-16 at movie theaters in and around the Gyeonggi-do Province cities of Paju and Goyang.

지난 2009년 시작된 DMZ Docs는 분단과 분쟁의 현장을 소통의 장으로 바꾸며, 영화를 매개로 평화·화해·공존의 가치를 세상에 알리는 데 주력해 왔다.

Launched in 2009, DMZ Docs has transformed the site of national division and conflict into a space for dialogue, promoting through cinema the values of peace, reconciliation and coexistence to the world.

올해는 '평화는 침묵하지 않는다'는 슬로건으로 52개국 147편의 다큐멘터리 영화를 소개한다. 상영작은 국제경쟁과 프런티어 등 해외 경쟁 부문과 한국 경쟁, '베리테', '다큐 픽션', '에세이', '익스팬디드' 등 비경쟁 부문으로 나눠 관객을 만난다.

Under the slogan "Peace Is Not Silent," this year's festival is screening 147 documentaries from 52 countries. The works are divided into sections including International Competition and Frontier, Korean Competition, and the non-competitive Verite, Docufiction, Essay and Expanded.

영화제 공식 홍보영상(트레일러) 연출을 맡은 이명세 감독은 지난달 18일 서울 중구 충무아트센터에서 열린 기자회견에서 "트레일러가 다소 어둡게 느껴질 수도 있지만, 아직은 우리가 깨어 있어야 할 때가 아닌가라는 질문을 던지고 싶었다"며 화두를 제시했다.

Director Lee Myung-se, who directed the festival's official trailer, told a news conference on Aug. 18 at Chungmu Arts Center in Seoul's Jung-gu District, "The trailer might feel somewhat dark, but I wanted to raise this question: Isn't now the time for us to remain vigilant?"

개막작은 황윤 감독의 '하제'가 선정됐다. Hwang Yun's work "Haje" is the festival's opening film.

새만금 간척과 미군기지 확장으로 전북 군산의 작은 어촌 마을 하제에 살았던 주민들이 퇴거를 당하는 과정을 8년 동안 기록하면서 생명과 평화, 돌봄의 가치를 조명한다.

Over the course of eight years, the documentary follows the residents of Haje, a small fishing village in Gunsan, Jeollabuk-do Province, who were evicted due to the Saemangeum reclamation project and the expansion of a U.S. military base. The work explores the values of life, peace and care.

황 감독은 "아는 사람이 몇 명이나 될까 싶을 정도의 소외된 마을이 언론에서 주목받지 못하면서 우리나라 지도에서 사라지고, 역사 속에서 사라지고 있다는 것을 알게 됐다"며 "군산에서 사는 다큐멘터리 감독으로서 이 마을을 도저히 외면하거나 간과할 수 없다는 생각이 들었다"고 연출 배경을 설명했다.

"I realized that this marginalized village, so remote that I wondered how many people even knew it existed, was disappearing from our country's map and history because it received no media attention," Hwang said on the background of the film. "As a documentary director living in Gunsan, I felt I couldn't simply turn away from or overlook this village."

폐막작은 프랑스 크리스토프 디미트리 레베유 감독의 '체 게바라: 마지막 동지들'이다. Closing the festival is French director Christophe Dimitri Reveille's "Che Guevara: The Last Companions."

체 게바라의 게릴라 부대 대원들을 추적하고 기록한 작품이다. The documentary follows and records members of the Cuban revolutionary leader's guerrilla unit.

오동진 집행위원장은 "체 게바라는 우리 시대에 다시 한번 소개해야 할 정치적 인물이라고 생각해 과감하게 폐막작으로 선정했다"며 "올해 영화제에는 진보적인 목소리를 많이 담아냈다"고 전했다.

"I believe Che Guevara is a political figure who deserves a reintroduction to our times, so we boldly selected this film as the closing work," said Oh Dong Jin, the event's director and chair of the executive committee. "This year's DMZ Docs features many progressive voices."

풍성한 특별 기획전도 눈길을 끈다. The festival boasts a rich lineup of programs.

팔레스타인 출신 카말 알자파리 감독이 20여년 간 연출한 작품 13편을 조명하는 기획전을 비롯해 인간과 자연의 관계를 질문하는 에코다큐멘터리 15편이 상영된다.

One highlights 13 films directed over the past two decades by Palestinian filmmaker Kamal Aljafari, while another screens 15 eco-documentaries exploring the relationship between humans and nature.

한불 수교 140주년을 기념해 사라져가는 인간의 얼굴과 노동에 주목해 온 프랑스 레이몽 드파르동 감독의 영화10편도 소개된다.

To mark the 140th anniversary of bilateral relations between Korea and France, 10 films by French director Raymond Depardon will be screened. His works have emphasized human faces, labor and vanishing rural life.

한편 영화제 기간 동안 'DMZ Docs 포럼'에서는 한국 다큐멘터리의 미래 전략과 정치적 다큐멘터리, 문화 보이콧의 딜레마 등을 주제로 토론이 펼쳐진다.

The DMZ Docs Forum will discuss topics including future strategies for domestic and political documentaries and the dilemmas surrounding cultural boycotts.

인공지능(AI)과 드론 등 신기술이 초래한 안보 위협에 대응하기 위해 국내외 석학들이 머리를 맞댔다. Domestic and foreign scholars have gathered in Seoul to discuss security threats posed by emerging technologies such as artificial intelligence (AI) and drones.

외교부는 9일 서울 용산구 그랜드 하얏트 서울에서 '신흥기술의 위험과 기회'를 주제로 '2026 세계신안보포럼'을 열고 공동번영 방안을 논의했다.

The Ministry of Foreign Affairs on Sept. 9 hosted this year's World Emerging Security Forum under the theme "Emerging Technology: Risks and Opportunities" at the hotel Grand Hyatt Seoul in the capital's Yongsan-gu District. Participants also covered how to achieve coprosperity.

올해로 6회 째를 맞는 이번 행사에는 정부와 국제기구, 민간 및 학계 전문가 등 20여 명의 연사와 200여 명의 청중이 참석했다.

Marking its sixth year, the event attracted about 200 people and 20 speakers including representatives from the government, international organizations, the private sector and academia.

정연두 외교부 전략정보본부장은 개회사에서 "기술 혁신이 안보를 강화하는 방향으로 나아가기 위해서는 국제사회의 협력과 규범 형성 노력, 각국의 책임 있는 행동이 중요하다"며 지난해 유엔 안보리에서 이재명 대통령이 주재한 'AI와 국제평화·안보'에 관한 고위급 공개토의 등 한국 정부의 국제 사회 선도 노력을 소개했다.

Vice Minister of Foreign Affairs for Strategy and Intelligence Jeong Yeondoo said in his opening speech, "Cooperation within the international community, efforts to set norms and responsible behavior by individual nations are essential for technological innovation to advance in a way that raises security." He emphasized Korea's efforts to lead the international community, citing the high-level open debate on "AI and International Peace and Security" last year chaired by President Lee Jae Myung at the United Nations Security Council as an example.

이어 '모두를 위한 AI(AI for all)' 비전을 제시하며 인간 중심적·포용적인 AI 환경 조성을 다짐했다.

The vice minister then presented Seoul's "AI for All" vision and pledged to promote a human-centric and inclusive AI environment.

김휘강 청와대 사이버안보비서관은 축사에서 "공격의 속도가 빨라지고 수법이 고도화된 현대 사이버 위협 환경에서 AI 등 신흥기술이 가장 효과적인 방어 수단"이라고 진단했다.

Kim Huy Kang, presidential secretary for cybersecurity, said in a congratulatory speech that emerging technologies such as AI are the most effective means of defense against threats in the modern cybersecurity environment, where attacks are accelerating and tactics are getting more sophisticated.

김 비서관은 지난 6월 정부가 발표한 AI·드론·사이버보안·항공우주 분야 혁신기업 육성 방침에 발맞춰 민간의 첨단기술 혁신을 국가 차원의 사이버 회복탄력성으로 연결해 나가겠다고 밝혔다.

In line with Seoul's policy announced in June to foster innovative companies in sectors including AI, drones, cybersecurity and aerospace, he added that the administration will seek to link private sector innovation in cutting-edge technologies to national-level cyber resilience.

주제별 세션 토론에서는 저비용 드론과 무기체계 자율화로 인한 전장 변화, AI, 사이버, 핵 연계에 따른 오판 위험, 군사 상업화가 맞물린 우주 안보 경쟁 등 현안을 집중적으로 짚었다.

Panel discussions covered issues such as changes on the battlefield driven by low-cost drones and automation of weapons systems; risk of miscalculation arising from the interplay of AI, cyber and nuclear threats; and the competition for space security triggered by the commercialization of the military.

AI가 국방·안보 분야에 미친 큰 변화와 관련, 사미 쿠리 전 캐나다 정부 사이버안보 총괄책임관은 "AI가 공격 소요시간, 비용규모, 공격 수행에 필요한 전문성의 문턱을 낮췄다"고 우려했다.

On the major changes brought by AI to defense and national security, Sami Khoury, a former senior cybersecurity official of the Canadian government, warned that "AI has lowered the threshold for the time, cost and expertise required to carry out attacks."

기 라란 경제협력개발기구(OECD) 과학기술혁신국(STI) 수석 경제학자는 글로벌 반도체 공급망 편중으로 인한 한계를 지적했다.

Guy Laron, a senior economist at the OECD's Directorate for Science, Technology and Innovation (STI), pointed out the limitations caused by the concentration of the global semiconductor supply chain.

오일석 국가안보전략연구원 신안보연구실장은 "AI의 가장 심각한 위협은 민주주의의 훼손"이라며 "한국이 민주주의 회복력을 선도하는 국가로서 AI가 민주주의에 끼치는 해악과 저해 요소에 적극 대응해야 한다"고 역설했다.

Oh Il-seok, head of the Emerging Security Research Division at the Institute for National Security Strategy, said, "The most serious threat posed by AI is the erosion of democracy." He stressed that "Korea, as a country leading democratic resilience, should actively respond to the harms and factors that undermine democracy caused by AI."

AI 사이버 공격에 맞선 시민 대비책으로 쿠리 전 총괄책임관은 "최신 보안 패치 적용, 다중인증(MFA) 설정 등 '기본적인 사이버 위생(cyber hygiene)'만 철저히 지켜도 공격 시도를 효과적으로 차단할 수 있다"고 말했다.

As measures that citizens can take against AI-powered cyberattacks, former senior cybersecurity official Khoury said that even rigorously following "basic cyberhygiene," such as applying the latest security patches and setting up multi-factor authentication (MFA), can effectively block attempted attacks.

피터 안스티 오픈AI(OpenAI) 글로벌정책부문 국가안보 정책 총괄은 "국방분야에 AI 도입 시 기술의 역할을 원칙에 입각해 매우 신중히 다뤄야 한다"고 당부했다.

Peter Anstee, national security policy lead for global affairs at OpenAI, underscored the need to approach technology's role with great caution based on established principles when integrating AI into the defense sector.

오 실장은 "AI의 가장 큰 위험은 '사고의 퇴치'" 라며 "AI의 답에만 의존하지 말고 스스로 사고해서 답을 찾는 습관을 들이라"고 조언했다.

Director Oh added, "The greatest risk posed by AI is the eradication of critical thinking." He advised, "Develop the habit of thinking for yourself to find answers rather than relying solely on AI-generated responses."

정부와 국제사회가 기술 혁신을 막지 않으면서 국가안보를 강화하는 방향으로 AI를 지원할 방법을 묻는 질문에 오 실장은 " '소버린 AI(독자적인 AI, sovereign AI)'를 지향할 필요가 있다"고 말했다.

Asked how the government and the international community can support AI in a way that strengthens national security without stifling technological innovation, Director Oh said, "We need to pursue 'sovereign AI.'"

그는 "국방 영역의 정보를 민간과 공유하는 데 보안 규정이 상당한 문제가 되고 있다"며 "미국과 중국 위주의 양강 구도에서 벗어나 유사 입장인 중견국들의 입장을 대변하는 독자적인 규범체계를 만드는 노력이 중요하다"고 강조했다.

He added, "Security regulations pose a major hurdle to sharing defense-related data with the private sector." He stressed, "It's important to break away from the Sino-U.S. duopoly and work toward an independent normative framework that represents the interests of likeminded middle powers."

이재명 대통령의 프랑스 국빈 방문을 계기로 한국과 프랑스가 양국 간 협정·양해각서(MOU) 16건을 채택하며 협력의 폭을 넓혔다.

President Lee Jae Myung's state visit to France has resulted in the signing of 16 agreements and memorandums of understanding (MOUs) to expand bilateral cooperation.

이 가운데 9건은 8일(현지 시간) 이 대통령과 에마뉘엘 마크롱 프랑스 대통령의 정상회담 직후 양 정상이 참석한 가운데 교환됐다.

President Lee attended a one-on-one luncheon with his counterpart for about two hours, followed by an expanded meeting with delegations from both sides at the Elysee Palace, the French presidential mansion in Paris.

회담 직후 열린 서명식에서 국방, 항공, 인공지능(AI)·반도체·양자기술, 원자력, 산업경쟁력, 지식재산, 우주, 문화협력 등 9개 분야 협력 문건이 체결됐다.

At a signing ceremony immediately after their talks, Seoul and Paris concluded agreements covering cooperation in nine areas: defense, aerospace, artificial intelligence (AI), semiconductors and quantum technology, nuclear energy, industrial competitiveness, intellectual property, space and culture.

이어 삼성전자와 프랑스 AI 기업 미스트랄AI 간 투자협약 체결식도 진행됐다.

Samsung Electronics also signed an investment deal with the French company Mistral AI.

양국은 지난 2001년 체결된 군사비밀정보보호협정의 개정의정서에 서명했다.

The two countries signed a protocol revising their 2001 agreement on the protection of classified military information.

개정안은 프랑스의 새로운 비밀분류체계를 반영하고 군사비밀 열람 제한 권한 규정을 신설해 정보 보안을 대폭 강화했다.

The amendment reflects France's new classification system and greatly raises information security through new provisions restricting access to confidential military data.

이를 통해 양국은 군사정보 교류체계를 더욱 정교화하고 국방협력을 심화하기 위한 제도적 기반을 마련했다.

Through this, both sides have laid the institutional basis for further refining their system of military data exchange and bolstering defense cooperation.

양 정상은 상호군수지원협정도 조속히 마무리하기로 뜻을 모았다. The two leaders also pledged to finalize an accord on joint logistics support as soon as possible.

첨단기술 분야의 실질 협력도 구체화했다. They also set concrete plans for practical cooperation in advanced technologies.

양국은 지난 4월 서명한 협력의향서의 후속조치로 AI·반도체·양자기술 분야 협력 양해각서도 체결했다.

As a follow-up to a letter of intent signed in April, both sides concluded an MOU on cooperation in AI, semiconductors and quantum technology.

양국 AI 스타트업의 상호 시장 진출을 확대하고 기업 및 연구기관 간 공동 연구개발(R&D)을 적극 추진한다는 구상이다.

The MOU aims to expand access to each other's markets by AI startups and promote joint research and development between companies and think tanks.

공동언론발표 후 이 대통령과 마크롱 대통령은 마리니 영빈관으로 자리를 옮겨 양국 기업 20개사가 참여한 한-프랑스 비즈니스 라운드테이블에 참석했다.

Following a joint news conference, Presidents Lee and Macron moved to the Hotel de Marigny, the official state guesthouse, to attend a business roundtable with 20 companies from both countries.

이 자리에서 두 정상은 기업인들과 만나 양국 기업 간 교류와 투자 확대를 당부했다. The two leaders spoke to executives there and urged more exchanges and investment between Korean and French companies.

위성락 국가안보실장은 브리핑에서 "5개월 만에 이뤄진 상호 국빈 방문으로 두 정상의 신뢰와 유대가 더욱 공고해졌다" 면서 "이를 바탕으로 양국 협력을 더욱 구체적이고 실질적으로 발전시켜 나가는 계기를 마련했다"고 평가했다.

"These reciprocal state visits by the two leaders, which were held just five months apart, have further boosted their trust and ties," National Security Adviser Wi Sung-lac said in a briefing. "This has created an opportunity to develop bilateral cooperation in a more concrete and substantive manner."

정부가 외국인 유학생 정책 방향을 ‘유치 규모 확대’에서 ‘교육의 질 제고’와 ‘우수인재 양성’ 중심으로 전환한다. 또 부실대학에는 유학생 유치를 제한할 방침이다.

Policy toward international students will shift from expanding enrollment to raising the quality of education and developing outstanding talent, with underperforming universities to face restrictions in recruiting such students.

올해 외국인 유학생 규모가 기존 목표치인 30만 명을 돌파한 가운데, 교육부는 이 같은 내용을 담은 ‘외국인유학생 인재양성 혁신 전략’을 8일 발표했다.

With the number of foreign students this year surpassing the government's original target of 300,000, the Ministry of Education on Sept. 8 said this in announcing a strategy for developing the talent of such students.

우선 대학이 해외 유학원을 통해 외국인 유학생을 모집·유치할 때 전 과정을 책임 있게 관리하도록 ‘대학-유학원 표준협약서(안)’를 마련해 올해 하반기에 배포한다.

The first step is to prepare a draft standard agreement between universities and study abroad agencies to ensure that the schools manage the entire recruitment process responsibly when using such agents to attract and admit international students.

유학생 보호를 위해 필요한 사항은 법령을 개정해 의무화할 예정이다.

Provisions to protect such students will be mandatory after relevant laws and regulations are amended.

대학의 유학생 교육·관리 역량을 평가해 비자심사와 연계하는 '교육국제화역량인증제'도 손질한다.

The International Education Quality Assurance System (IEQAS), which evaluates a university's capacity to educate and manage international students and links the results to visa screening, will undergo revision.

현재 대학이 평가지표 일부를 골라 인증받는 방식도 오는 2029년부터 유학생 교육·관리에 핵심적인 지표를 반드시 충족해야 하는 방식으로 바뀐다.

From 2029, universities must meet key metrics for the education and management of such students instead of being able to choose select evaluation criteria to obtain accreditation.

기본적인 교육 여건을 갖추지 못한 대학의 유학생 모집은 엄정하게 관리한다. 기관평가인증에서 미인증되거나 사립대 재정 진단에서 2년 연속 '경영위기대학'으로 평가받으면 신규 유학생 모집이 제한된다.

International student recruiting by universities that lack basic educational conditions will face strict regulation. Schools that fail to receive institutional accreditation or get tagged as facing a management crisis for two straight years under a financial assessment of private universities will be restricted from recruiting such students.

첨단산업과 지역의 인재 수요에 필요한 해외 우수인재 유치·양성 정책도 추진한다.

New policies will seek to attract and develop outstanding foreign talent needed by advanced industries and regional labor markets.

정부초청장학생(GKS)의 이공계 선발 비중을 늘리고, 연구성과 우수 장려금을 비롯해 최우수 인재를 위한 혜택을 신설한다.

The proportion of science and engineering students selected for the Global Korea Scholarship will be raised, and new benefits to woo top talent will include incentives for outstanding research results.

내년에는 ‘해외인재 우수학과 인증제’를 도입한다. Next year, an accreditation system will be launched for departments that excel in attracting global talent.

유학생 지역 취업·정주 성과가 있는 학과에 재정지원과 장학생 배정 등 인센티브를 부여하는 제도다.

Departments with a proven track record of helping foreign students find jobs and settle in the regions of their schools will qualify for benefits such as financial support and scholarship allocation.

교육부는 올 하반기 ‘5주기 교육국제화역량인증제 기본계획’을 확정하고 관련 법령 개정과 해외인재 우수학과 인증제 시행, 유학생 소통망(네트워크) 구축 등을 순차적으로 추진할 예정이다.

In the second half of the year, the ministry will finalize a basic plan for the fifth cycle of the IEQAS and sequentially pursue measures like amendments to laws and regulations, launch of an accreditation system for departments that have successfully recruited international talent and setup of a network for foreign students.

최교진 교육부 장관은 “앞으로 우수인재 유치와 양성에 주력해 유학생이 한국에서 쌓은 학업과 경험을 바탕으로 우리 사회와 세계 각지에서 활약할 수 있도록 지원하고, 케이(K)-교육의 위상을 더욱 높여가겠다”고 말했다.

Minister of Education Choi Kyo Jin said, "Our focus will be attracting and developing outstanding talent to support international students and allowing them to contribute to our society and those worldwide based on their academic achievements and experiences they gain in Korea, while further enhancing the standing of K-education."

한국의 국내총생산-GDP 대비 과학기술 연구개발비 비중이 세계 2위 수준인 것으로 나타났다. The country's research and development (R&D) spending in science and technology as a percentage of gross domestic product (GDP) is second in the world, a Japanese think tank says.

일본 문부과학성 과학기술학술정책연구소(NISTEP)가 7일 발표한 ‘과학기술지표’에 따르면 2024년 한국의 정부·기업·대학·비영리단체 등의 연구개발비는 131조 462억원(약 15조 2965억엔)으로 집계됐다.

A report on science and technology indicators released on Sept. 7 by the National Institute of Science and Technology Policy (NISTEP) under Japan's Ministry of Education, Culture, Sports, Science and Technology found that Korea's R&D expenditures by the government, business, academia and nonprofit organizations in 2024 reached KRW 131.04 trillion (JPY 15.29 trillion).

한국의 GDP 대비 연구개발비 비중은 5.13%로, 조사 대상 24개국·지역 가운데 이스라엘(6.76%)에 이어 두 번째로 높았다.

Korea spent an amount equal to 5.13% of GDP on R&D, second only to Israel (6.76%) among the 24 countries and regions surveyed.

스웨덴(3.56%), 미국(3.44%), 일본(3.44%), 영국(2.75%), 중국(2.69%), EU 27개국(2.13%) 등과 비교해도 높은 수준이다.

Korea's figure surpassed those of Sweden (3.56%), the U.S. (3.44%), Japan (3.44%), U.K. (2.75%), China (2.69%) and the 27 member states of the European Union (2.13%).

보고서는 "한국은 주요국 중 1위로, 2000년대 들어 GDP 대비 연구개발비 총액이 급속히 증가했다"며 "중국과 함께 경제 규모 확대와 동시에 상승하는 추세"라고 분석했다.

The report said Korea's R&D spending as a percentage of GDP since the 2000s has surged to top major economies, adding that along with China, Korea has raised such expenditures in tandem with economic growth.

연구개발비 규모에서는 중국이 97조 1401억엔으로 미국(95조 3387억엔)을 처음 추월해 1위를 차지했다.

In amount, China led the world in R&D spending with JPY 97.14 trillion, surpassing the U.S. (JPY 95.33 trillion) for the first time for the top spot.
