Before, the requirement was to release a basic plan every decade. But calls to cut the policy response cycle persisted due to factors like the growing risk of collision caused by the rising number of satellites in low Earth orbit and changes in the space environment resulting from solar activity.

The Cheonjeon-ri site features Bronze Age motifs and inscriptions from the ancient Silla Kingdom (57 B.C.– A.D. 935) spanning millennia of time and space. Those at Bangudae Terrace depict a rich array of Neolithic-era activities including hunting for whales and on land as well as fishing.

The petroglyphs at Bangudae Terrace comprise 312 engravings on a massive rock face measuring about 8 m wide and 4.5 m high. The drawings are in the lower reaches of Bangucheon Stream and a view from a telescope shows the keen observational skills of Neolithic people.

Land animals such as tigers, deer and wild boars as well as sharks, turtles and numerous whales come vividly to life on a single rock canvas, with the intricate details of the whales particularly striking. At least seven whale species like the northern right, humpback, gray, finless porpoise, sperm, pilot and orca are shown with their distinctive morphological traits realistically portrayed.

Korea thus topped the index for the first time since May 2020. As recently as September last year, the nation was nearly at the bottom of the list at 16th out of the 17 countries but its ranking recently shot up to third in February and overtook Mexico for second in July.

Last month, Korea surpassed for the top spot Brazil, which was No. 1 for eight consecutive months.

A report on science and technology indicators released on Sept. 7 by the National Institute of Science and Technology Policy (NISTEP) under Japan's Ministry of Education, Culture, Sports, Science and Technology found that Korea's R&D expenditures by the government, business, academia and nonprofit organizations in 2024 reached KRW 131.04 trillion (JPY 15.29 trillion).

Korea spent an amount equal to 5.13% of GDP on R&D, second only to Israel (6.76%) among the 24 countries and regions surveyed.

The report said Korea's R&D spending as a percentage of GDP since the 2000s has surged to top major economies, adding that along with China, Korea has raised such expenditures in tandem with economic growth.
