지난달 17일 경기도 연천군의 한 마트 입구. 연천사랑상품권을 사용할 수 있다는 강렬한 안내 문구가 장바구니를 든 주민의 발길을 붙잡는다. 지난 2월부터 연천군을 포함한 10개 군에서 시행 중인 농어촌 기본소득 시범 사업이 주민의 삶 속에 들어왔음을 알리는 풍경이다.
This sentence displayed on March 17 above the entrance to a supermarket in Yeoncheon-gun County, Gyeonggi-do Province, grabbed the attention of shoppers carrying baskets.
This pilot subsidy program, implemented since February in 10 counties including Yeoncheon-gun, has now become part of everyday life.
농림축산식품부(농식품부)가 인구 소멸 위기 지역의 경제 활성화를 위한 새로운 정책을 본격 가동했다. 시범 사업 기간인 오는 2027년까지 선정된 지역 주민에게 매달 15만 원의 지역사랑상품권을 지급한다. 10개 군 주민만이 받을 수 있는 혜택이자 실질적인 생활 밀착형 버팀목이다.
The Ministry of Agriculture, Food and Rural Affairs has officially launched a policy to revitalize economies in regions facing depopulation.
Through the pilot program running until 2027, residents in selected areas will receive KRW 150,000 per month in local currency vouchers. This serves as a practical form of daily support exclusively for residents in the 10 counties.
이번 사업 대상 지역은 공모를 거쳐 선정됐다. 신청일 기준 해당 지역에 30일 이상 거주했다면 나이 제한 없이 누구나 혜택을 누린다. 지급금은 주민이 거주하는 지역 내 가맹점에서만 사용할 수 있다.
The target areas were selected through a public contest. Anyone can receive the benefit regardless of age if they have lived in a designated region for at least 30 days as of the application date.
The vouchers can only be used at participating stores within the resident’s local area.
외국인도 지급 대상이다. 다만 일정 요건을 갖춰야 한다. 내국인이 1인 이상 포함된 주민등록표에 등재됐고 한국인과 동일한 건강보험 자격을 보유하거나 영주권자(F-5), 결혼이민자(F-6), 난민 인정자(F-2-4) 가운데 건강보험이나 의료보험 등에 가입한 체류자도 농어촌 기본소득을 받을 수 있다.
Foreign residents are also eligible if they meet certain requirements. They must be registered in a household that includes at least one Korean national and hold the same health insurance eligibility as citizens, or have permanent residency (F-5), marriage migrant (F-6) or recognized refugee (F-2-4) status with valid health or medical insurance coverage.

연천군에 따르면 2월 말 기준 농어촌 기본소득 신청자는 3만 6825명. 이 중 3만 5205명이 이미 혜택을 받았다. 군에 등록된 인구 4만 2521명의 약 82.8%에 해당한다. 신규 전입자 등 일부 대상자는 조사 기간을 거쳐 4월 중 지원금을 받게 된다. 농식품부는 이번 지원이 지역 소비의 마중물이 돼 골목상권과 소상공인 매출에 실질적인 활력을 불어넣기를 기대하고 있다.
According to Yeoncheon-gun, 36,825 people had applied as of late February, with 35,205 already receiving benefits — about 82.8% of the county’s registered population of 42,521.
Some eligible recipients such as new residents will receive support in April after a review period. The ministry expects the subsidy to stimulate local consumption and revitalize small businesses and neighborhood commercial districts.
지원금을 사용할 수 있는 가맹점은 군청 누리집이나 지역화폐 애플리케이션에서 확인할 수 있다.
Participating stores that accept the vouchers can be checked on the county’s website or local currency apps.
물론 과제도 남았다. 면 단위 주민이 실제 소비가 활발한 읍내 가맹점을 이용하지 못하는 등 사용처 제한에 따른 불편이 제기된다. 김진규 연천군 기획감사담당관 주무관은 "지자체 차원에서도 제도 보완을 지속적으로 요청하고 있다"며 "특히 상가가 적은 면 지역에 청년 창업과 일자리를 지원하고, 새로운 업종 유입을 유도해 사용 환경을 넓혀갈 계획"이리고 밝혔다.
Challenges remain. Complaints have arisen over restrictions, such as residents in rural townships (myeon) being unable to use vouchers in more active commercial areas (eup).
“Local governments are continuously requesting improvements,” said Kim Jin Gyu, an official at Yeoncheon-gun. “We plan to support youth startups and job creation in areas with fewer businesses and expand usage by attracting new industries.”
농식품부 역시 기민하게 움직이고 있다. 지난달 25일 '제1차 농어촌 기본소득 추진단' 회의를 열어 지급 이후 현장 의견과 개선 방안을 지방정부와 공유했다. 사용처 부족과 이용 불편 문제를 지속적으로 개선하고 부정 수급 방지를 위한 실거주 확인은 강화하기로 했다.
The ministry is also responding swiftly. On March 25, it held the first task force meeting to share field feedback and improvement measures with local governments.
It pledged to address the lack of participating stores and inconvenience of use, while strengthening residency verification to prevent misuse.
민생 활력과 골목 온기를 지역의 자생력으로 치환하려는 이 과감한 실험이 농어촌의 내일을 어떻게 바꿔놓을지 세계가 주목하고 있다.
