저출생·고령화 추세로 인구 감소와 지방소멸 위기감이 본격화되고 있다. The number of people in the country is rapidly shrinking due to the low birth rate and rapidly aging population, accelerating the decline of rural areas.
통계청이 지난해 발표한 '장래 인구 추계' 자료에 따르면 한국의 총 인구는 2050년 4천711만 명으로 줄어들고, 2072년에 이르면 4천만 명 선도 붕괴될 것으로 전망된다. 특히 수도권 외 많은 지역이 ‘인구 소멸’을 눈앞에 둬 우리 사회의 치명적인 위협으로 다가오고 있다. 한국고용정보원이 지난해 발표한 '지방소멸 위험지수'는 전국 시군구 228곳 중 비수도권인 118곳(52%)을 '소멸위험지역'으로 분류했다.
A 2023 study by Statistics Korea predicted that the population will fall to 47.11 million by 2050 and further to 40 million by 2072. Many regions outside of the Seoul metropolitan area are facing "population extinction," a serious danger to society. Highlighting this concern, another study last year by the Korea Employment Information Service found that over half (118 or 52%) of domestic cities, counties and districts outside of the capital area face depopulation risk.
각 지자체가 이민 정책 전담기구를 신설하고 외국인 유치·정착 모델을 개발하는 등 외국인 유치에 사활을 건 이유다. 인구 감소 문제를 해결하고 지역 경제를 활성화하는 미래를 위한 포석인 셈이다.
To take on the challenges of reversing population decline and reviving provincial economies, local governments are striving to attract people from abroad through organizations dedicated to immigration policy and development models for attracting a more international populace.

먼저 경상북도가 지난해 지방시대정책국 산하에 외국인공동체과를 신설해 각종 이민·외국인 정책을 펼치고 있다. 경북도는 올 2월 경북도립대학에 글로벌 한글학당을 개설해 외국인 유학생과 근로자 등의 안정적인 지역 정착 돕기에 나섰다. 지난 2일엔 전국 지자체 가운데 처음으로 종합 이민정책을 발표하고 이민자 유치부터 유학이나 취·창업, 정착에 이르기까지 이민자를 위한 모든 과정을 지원하고 있다.
First, Gyeongsangbuk-do Province last year launched a foreign community department under its local policy bureau to handle immigration and expat affairs. In February, it also opened a global Korean-language institute at Kyungpook National University to help foreign students and workers settle in the region.
In a first for a local government in the country, the province on April 2 announced a comprehensive immigration policy to attract and support foreign talent for purposes like studying, finding jobs, starting businesses and even moving there.
경상남도는 제조업 일자리 부족 문제를 해결하기 위해 올해 목표 외국인 산업인력을 6만 7000명으로 정하고, 인력을 세부적으로 관리할 계획이다. 조선업과 우주항공분야의 비자 배당량 신설을 정부에 건의해 지난 1월 확정 받았다. 외국인 인력협의체를 구성하고 외국인 근로자의 생활 편의와 정착을 돕는 방안도 모색 중이다.
Facing a shortage of manufacturing jobs, Gyeongsangnam-do Province raised the number of foreign industrial workers to 67,000 this year. It also proposed and secured in January new visa quotas for the shipbuilding and aerospace sectors. In addition, the province will explore setting up a foreign labor council and help foreign workers settle there and raise their convenience.
충청북도는 지난 1월 '충북형 K-유학생 제도'를 마련했다. 인구 감소에 따른 도내 대학의 어려움을 해소하기 위해서다. 외국인 유학생에게 안정적 일자리를 제공하고 학업과 일을 병행할 수 있도록 지원하는 것이 주요 뼈대다. 외국인 석·박사 과정 선발 인원 50여 명에게는 등록금을 전액 면제하고 한국어 연수 기회도 제공한다. 충북도는 이 제도를 활용해 오는 2025년까지 외국인 유학생 1만 명을 유치한다는 복안이다.
Focusing on a different challenge, Chungcheongbuk-do Province in January launched its exclusive international student plan to take on its falling university enrollment due to population decline. The province offers stable jobs and work-study opportunities for foreign students. The first 50 selected master's and Ph.D. students will receive full tuition waivers and instruction in Korean. This initiative seeks to attract 10,000 foreign students by 2025.
전라남도는 지역소멸위기에 대응하기 위한 '조직정비 계획' 을 지난해 발표했다. 이에 따라 전남도는 기존 '인구청년정책관'을 '인구청년이민국(3급 TF)'으로 격상해 인구정책과, 청년희망과 등을 추가 배치했다. 특히 정부의 출입국·이민관리청 설치 발표에 발맞춰 전남도도 인구절벽 극복을 위한 '이민정책과'를 추가 설치해 선제적으로 대응키로 했다. 여기에 지난 3월 외국인력(E-7) 고용비율 산정 기준을 개정, 숙련기능 인력과 지역 특화형 비자를 제외함으로써 외국인 인력 수급 활성화에 속도를 내고 있다.
Last year, Jeollanam-do Province announced an organizational reform plan to respond to the provincial extinction crisis. It upgraded its population and youth policy bureau to the youth immigration bureau (Level-3 task force) and added the departments of population policy and youth hope.
In line with the announcement of its new immigration management office, the province will also preemptively respond by adding an immigration policy department to overcome the population cliff. In addition, the standard for calculating the employment ratio of foreign workers on the E-7 visa was revised in March to exclude skilled staff and regional-specific visas, accelerating the stimulation of supply and demand of foreign workers.
강원도 역시 지난해 12월 외국인 정책 태스크포스(TF)를 신설했다. 외국인 근로자 숙련기능인력 혁신적 확대 방안(K-point E74) 광역지자체 추천 제도와 지역 특화형 비자 등 지자체 추천 비자 사업 추진을 위한 준비에 나선 모양새다. 올 상반기 내에 균형발전과의 외국인 정책 TF를 정식 조직으로 개편해 외국인 및 이민 정책 수립, 외국인 유치 활동 등을 추진할 예정이다.
Gangwon-do Province in December last year launched a task force on policy for foreign nationals on devising an innovative plan to expand the number of skilled foreign workers on the K-point E74 visa. Preparations have apparently begun to promote projects for local government recommendation visas such as the metropolitan local government recommendation system and regional specialized visas.
Within the first half of this year, the task force for policy toward foreign nationals under the province's balanced development department will be made into a formal organization to set policy toward expats and immigration and promote activities to attract people from abroad.

법무부도 각 지자체의 외국인 인구 유치 노력에 화답해 '지역 특화형 비자 제도'를 지난 2022년 도입했다. 올해엔 지역 우수 인재(F-2-R)와 지역 특화 동포(F-4-R) 두 가지 비자 유형으로 사업을 운영한다. 사업엔 60개 이상의 지자체가 참여하고 있다.
In 2022, the Ministry of Justice also responded to local government efforts to attract foreign residents through the launch of a region-specific visa system. This year will see two visa types -- superior regional human resources (F-2-R) and region-specific ethnic Koreans (F-4-R) -- with over 60 local governments participating in the project.
지역 우수 인재 유형은 1인당 국민총소득(GNI) 70% 이상의 소득 또는 국내 전문 학사 이상 학력을 갖춘 외국인이 5년 이상 모집 지역에 거주하며, 취업이나 창업하는 경우 지원할 수 있다. 추가로 한국어능력시험 3급 이상 취득 등의 요건이 필요하다. 지역 특화 동포 유형은 모집 지역에 2년 이상 거주 조건으로 이주하려는 60세 미만 외국 국적 동포가 대상이다.
The first type of visa is for foreign nationals with an income equal to 70% or more of gross national income per capita or holders of a bachelor's or higher degree from a domestic university who have lived in the recruitment area for over five five years and have jobs or their own businesses. Additional requirements include obtaining a score of Level 3 or higher on the Test of Proficiency in Korean.
정명옥 충남도 일자리기업지원과장은 지난 3월 열린 '지역특화형비자 사업 담당공무원 간담회'에서 “산업의 빈 일자리 해소를 위해 지역 특화형 비자 사업을 적극 활용하고 협력체계를 구축해 외국인력 유입과 정착을 활성화하겠다”고 말했다.
Jeong Myeong-ok, head of the Chungcheongnam-do government's job and enterprise support department, last month told a meeting of public servants in charge of the region-specific visa project, "To resolve the labor shortage in industry, we will actively utilize the region-specific visa project and form a cooperative system to promote the inflow and settlement of foreign workers."
