세계 최대 규모의 다자간 연구 프로그램인 유럽연합(EU)의 '호라이즌 유럽'에 아시아 국가 중 최초로 한국이 참여한다. Korea is the first Asian country to join Horizon Europe, the world's largest multilateral research and innovation program led by the European Union.

이에 따라 EU가 조성한 955억 유로(약 138조 원) 규모의 연구비를 한국 연구자도 사용할 수 있게 됐다. Domestic researchers can thus use the project's EU-provided research funds of EUR 95.5 billion (KRW 138 trillion).

과학기술정보통신부(과기정통부)는 한국의 호라이즌 유럽 준회원국 가입 협상이 타결됐다고 25일 밝혔다. The Ministry of Science and ICT on March 25 said the nation concluded negotiations to enter Horizon Europe as an associate member.

호라이즌 유럽은 2021년부터 7년간 995억 유로를 지원하는 거대 연구사업이다. EU는 지난 1984년부터 단일 연구개발(R&D) 과제를 선정해 평가하고 관리·정산하는 체계를 운영하고 있다. 회원국 간에 R&D 중복 투자를 피하고 관련 환경을 혁신하기 위해서다.

Launched in 2021, Horizon Europe is a massive research and development (R&D) project spanning seven years with financial support of EUR 99.5 billion. Since 1984, the EU has run a system for the selection, evaluation, management and payment of single R&D projects to avoid overlapping R&D investments among member states and innovate the relevant environment.

EU는 회원국과 인근 국가만 참여시켰던 이전 프로그램들과 달리, 한국을 비롯해 우수과학기술 역량을 보유한 비유럽지역 6개국(한국, 뉴질랜드, 캐나다, 호주, 일본, 싱가포르)에 준회원국 가입을 제안했다.

Previous EU programs only allowed membership for EU member states and their neighbors. For Horizon Europe, however, the EU suggested associate membership for six non-European countries -- Korea, New Zealand, Canada, Australia, Japan and Singapore -- with outstanding science and technology capabilities.

가입 절차가 차질 없이 진행된다면 한국은 오는 2025년부터 6개국 중 뉴질랜드, 캐나다에 이어 세 번째로 호라이즌 유럽 준회원국이 된다. 아시아 지역 국가 최초다. Should its entry go smoothly, Korea from June next year will be the third associate member of the six non-European countries, with the other two being New Zealand and Canada, as well as the first from Asia.

한국은 호라이즌 유럽의 세부 분야 중 ‘글로벌 문제 해결’, ‘산업 경쟁력 강화’를 위한 공동연구 분야에 한정해 가입하게 된다. 준회원에 가입해 재정 분담금을 내면 국내 연구자들이 호라이즌 유럽의 연구비를 직접 활용할 수 있다.

Korea's membership in Horizon Europe is limited to common research fields for solving global problems and strengthening industrial competitiveness. With their country also paying a financial contribution to the group, Korean researchers can directly use the group's research funds.

과기정통부는 이번 가입으로 한국이 '다자간 과학기술 연구 협력 네트워크 확대', 'EU와 연구 협력 강화', 'EU의 선진 R&D 시스템 습득', '국가혁신시스템 개방성 확대' 등 효과를 거둘 것으로 내다봤다.

The ministry said this membership will expand the country's multilateral network for cooperation in science and technology research, boost research collaboration with the EU, acquire the EU's advanced R&D system and further open the national innovation system.
