It is used to quote something that the listener may already know. It is often used when you propose a behavior to the listener.

If the stem of an action verb or a descriptive verb ends with a vowel or 'ㄹ', you use '-라는'. If it ends with a consonant, you use '-으라는'.

급할수록 돌아가라는 말도 있잖아요.
